Эта помощь оказывается лицам не старше 65 лет с доходом ниже официальной "черты бедности", получающим денежное пособие по программе добавочных пособий для малоимущих [ Supplemental Security Income] и программе помощи семьям с детьми [ Aid to Families with Dependent Children]. Учреждена в соответствии с законом Керра-Миллса 1960 [Kerr-Mills Act of 1960]. Осуществляется с 1965.
